Would this fit a baby that is in a toddler size 3?

I honestly couldn't tell you for sure. My daughter just grew out of her size 3's so I can't really measure them on her. They definantly don't fit a size 4 foot. She was able to wear these from 0 to about 11 months. She wore these for her newborn pictures, so adorable!!!
